He holds a degree in International Relations from Georgetown University, with a master's and doctorate in Political Science from the University Institute of Research in Rio de Janeiro – IUPERJ. He has extensive experience in public management. He served as President of Finep from 2007 to 2011 and again in 2015; was Executive Secretary of the Ministry of Sports from 2012 to 2015; coordinated the Executive Group for the 2014 World Cup (GECOPA); and was Executive Secretary of the Ministry of Science and Technology from 2004 to 2007.
