He holds a degree in Engineering from UFF, with a master's and doctorate from COPPE/UFRJ in Production Engineering focused on Management and Innovation. He served as President of FAPERJ, PRODERJ, and as Secretary of State for Science, Technology, and Innovation. He has written numerous articles and book chapters in the fields of science, technology, and innovation. He is a former President of the Forum of State Secretaries of Science and Technology and was elected Vice-President of the Engineering Club for the 2024/2027 term.
